    ● I agree and want to elaborate on this point. When you do business in a foreign country, there is a "national risk" associated. At any point in time, laws can change for a country and it is typically the responsibility of the publisher to keep up with the knowledge and accurate application of those laws.
    Laws pertain to more than just things like basic business practices. They cover a wide range of topics including allowable content, taxes, refund policies, gambling regulations, intellectual property rights, and advertising. Each country has different laws, meaning you need to know and be in compliance with the laws of each country in which you operate.
    Also, I wanted to bring up something on the cost side of things. We all know it boils down to risk vs reward and whether or not the cost outweighs the investment. But one thing to keep in mind is that there are extra costs aside from translation. If someone gave me 100 yen for a product, how much is that in USD? What about in Euros? If your company is based in South America, how are you going to convert any of these currencies to a currency you want? You can't pay for food in Argentina with Chinese Yuan, just like you can't pay rent in Japan with Russian Rubles. You have to convert it through banks and other 3rd party agencies, which incurs a conversion cost. But that cost is not constant because the value of different currencies fluctuates.
    On top of translation, management, taxes, and currency conversion costs, there are also platform costs. Google and Apple take a sweet 30% cut from your revenue upfront. So all of these costs keep adding up, further eroding your profits. It's no wonder people outsource the majority of this headache to publishers like Gumi, CR, Boltrend, etc. Doing it all yourself is risky and if you screw it up, you might even take a loss. Why do that when you can just pay some shady company to abuse your work and make you "free" money for a year? I mean think about it. If someone offered you a minimum of $100,000,000 a year to publish your game in a foreign country like China, would you really care how it's managed? I mean sure, you would like it to be on the up-and-up so you can have good repeat business...but that's a lot of money that you just have to sign a few papers for and it's pretty much yours.
    I get the temptation of outsourcing, especially when companies make it so easy and profitable to do it. Morality is important, but it's a lot easier to compromise on what happens in another country on the other side of the world. That doesn't make it right, but it does make it convenient. Some companies have the moral fortitude to treat their players better, even if they are scattered all over the globe. But that doesn't mean it's always monetarily profitable to do so and it involves a lot of work and risk that you now have to be directly responsible for. A lot goes into globalization, including the hurdle of language barriers. Some people just want the easy paycheck while they look the other way and focus on making their own country's players happy.

While it's true some countries have almost exact same laws covering certain areas, due to colonial inheritance, essentially every country has their own set of laws and their own jurisdiction. Lootbox laws and especially censorship laws are not universal, so for a company to be able to take care of 'global', they need specialized legal resources to do that.

While the obvious cost is localization (which is extremely important for not seeming like a cash grab), it means that you have to go through an extra process for development. Even if you make content ahead of time, if you have to make any changes to characters/text/story, you have to get it re-translated, which delays content even further.
    On top of that, there's a huge community aspect. Unless you want absolutely zero overseas interactions, which is a bad idea. (Imagine doing customer service without speaking the same language) You'll have to hire foreign PR managers, lawyers, etc., adding even more to costs. And while the global audience is "bigger" it's all worthless unless you pour buckets of money into advertising. The extra work isn't worth it unless you put in the extra effort for a chance to make your money back.
    And a lot of companies don't have the time or experience to do all of this. They'd rather work on the game.
